POSITION TITLE:

Business Manager

POSITION SUMMARY

The Business Manager serves as the chief financial operations leader for the Scio School District and is responsible for directing, managing, and supervising all district business and financial affairs. This position ensures the fiscal integrity, legal compliance, and operational efficiency of the district’s financial systems while supporting the Superintendent and School Board in strategic financial planning and resource allocation.

The Business Manager oversees business office operations including budgeting, accounting, payroll oversight, purchasing, risk management, investments, grant administration, audit coordination, and internal controls. This position plays a key leadership role in maintaining transparent financial practices and ensuring alignment between district goals and financial resources.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Oversee and administer all district business office operations and supervise assigned staff.
  • Serve as Business Manager/Deputy Clerk of the District.
  • Assist the Superintendent in development of the annual budget in compliance with Oregon Local Budget Law; coordinate closely with administrators and department leaders throughout the budget development process.
  • Monitor and manage the adopted budget; oversee expenditures and revenue tracking to ensure fiscal accountability.
  • Prepare or direct the preparation of financial statements, indirect cost allocation plans, excess cost calculations, and other required financial reports in accordance with GAAP, state standards, and district policies.
  • Ensure compliance with federal, state, and local financial regulations including payroll laws, public purchasing requirements, and Medicaid billing processes.
  • Coordinate and oversee preparation for the annual financial audit; serve as primary liaison with external auditors throughout the audit cycle.
  • Establish, review, and revise internal controls, financial procedures, and business office manuals to safeguard district assets and maintain strong fiscal oversight.
  • Advise the Superintendent on investment of district funds and cash management strategies.
  • Serve as District Grant Manager; oversee grant budgeting, compliance, reporting, and assignment of grant-related responsibilities.
  • Collaborate with administrators to reconcile revenues and expenditures and provide financial guidance for site and department budgeting.
  • Oversee purchasing, procurement compliance, and risk management functions in accordance with district policy and applicable laws.
  • Assist in developing and implementing financial policies and procedures to support district operations and long-range financial stability.
  • Provide financial information and analysis to support district decision-making, public reporting, and community engagement efforts.
  • Perform non-routine and complex financial duties requiring knowledge of district operations, policies, and applicable laws.
  • Take reasonable precautions to protect the health and safety of students, staff, and district property.
  • Maintain regular, punctual, in-person attendance and meet established deadlines.
  • Serve as a mandated reporter and comply with all state laws and district policies regarding reporting of suspected child abuse, neglect, or unsafe conditions.
  • Perform additional duties as assigned by the Superintendent.

QUALIFICATIONS

Required:

  • Bachelor’s degree in business administration, accounting, finance, or related field, or equivalent combination of education and experience.
  • Minimum of five (5) years of progressively responsible experience in accounting, auditing, financial management, or related field, including supervisory experience.
  • Thorough knowledge of accounting principles, fund accounting, budgeting practices, public finance, and financial reporting requirements.
  • Knowledge of Oregon Local Budget Law, public purchasing requirements, payroll regulations, and applicable state and federal laws.
  • Demonstrated ability to prepare, analyze, and interpret complex financial records and reports.
  • Proficiency in Microsoft Excel, Word, and financial management systems (experience with Infinite Visions or similar systems preferred).
  • Ability to maintain confidentiality and exercise sound professional judgment with integrity, tact, and diplomacy.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to communicate effectively in written and verbal formats with diverse audiences.
  • Ability to establish and maintain cooperative, professional working relationships.
  • Must be bondable and able to pass required background check and fingerprint clearance.

Preferred:

  • Leadership experience at the school building, district, regional, or state level.
  • Experience in Oregon public school finance and grant administration.
  • Experience with Medicaid billing and risk management processes.

WORKING CONDITIONS

  • Primarily office-based work with prolonged periods of sitting and computer use.
  • Frequent use of financial software and detailed data review requiring close visual attention.
  • Occasional extended hours during peak budget development, audit, and reporting periods.
  • Ability to lift up to 25 pounds.
  • Occasional travel for meetings, trainings, or required district business.

 

TERMS OF EMPLOYMENT

  • Full-time, 12-month (260 days per year) position.
  • Employment conditions, including wages, hours, and benefits, are governed by applicable district policies and agreements.
  • Employment is contingent upon successful completion of a background check, fingerprint clearance, and maintenance of required qualifications.
